English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a new poll of local authorities, UK councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of playing fields and open spaces to support their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a significant number of authorities seeking to generate funds from a fire sale of assets represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and using savings to weather growing financial challenges.”

Detailed Cases of Planned Sales

One local authority in Kent said its asset disposal plan featured the sale of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, further found that more than 70% of authorities will need to increase local levies next April to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these require time to deliver both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities this week further found local finances being strained by the increasing figures of young people and adults requiring special educational assistance.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 IMD measures,” said the study.

“Although only a single urban area is in the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of England. The data highlights the scale of challenges confronting local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the study found.
